The flag of the city of Vologda is its official symbol along with the coat of arms.

The first version of the Vologda’s flag appeared only in 1996. The “Regulations on the flag of the city of Vologda” were approved by the decision of the local self-government Council on November 14, 1996. According to these Regulations, the flag of the city was a red rectangular sheet with a double-sided depiction of the escutcheon with the Vologdas coat of arms in the centre of it: Against the red background there is a right hand in golden (yellow) clothes holding a golden (yellow) orb and a silver (white) sword with a golden (yellow) sword-hilt put on the right baldric. The hand appears out of the silver (white) clouds.

Taking into account the change in the heraldic legislation and the requests of the Heraldic Council under the Russian Federation President, the Vologda City Duma resolved on February 22, 2001 and June 19, 2003 to make changes and additions in the Regulations on the flag of the city of Vologda. In accordance with them the Vologdas coat of arms was removed from the flag of the city. The double-sided depiction of the right hand in golden clothes appearing out of the silver (white) cloud and holding a golden orb and a silver sword with a golden sword-hilt grew in size and moved from the centre to the right-hand edge of the flag.

Description of the Vologdas flag

The flag of the city of Vologda is a red rectangular sheet with a double-sided depiction of the right hand in golden clothes appearing out of the silver (white) cloud and holding a golden orb and a silver sword with a golden sword-hilt. The ratio of length to breadth is 2 to 3.

The coloured depiction of the sheet is made with a mixture of red lead and cinnabar (the first one prevails).

Reproduction of the Vologdas flag shall conform to its depiction. It is allowed to reproduce the Vologdas flag in different sizes and of various materials.

Use of the Vologdas flag

The flag of the city of Vologda can be placed on the administrative buildings, where the Head of the City, the Vologda City Duma and the Vologda City Administration, the bodies of city internal affairs, the Control and Accounts Chamber work.

The flag of the city of Vologda is placed in the meeting rooms of the Vologda City Duma and the Vologda City Administration, in the offices of the Head of the City, the chairman of the Vologda City Duma and their deputies.

The national flag of the Russian Federation and the flag of the city of Vologda can be raised (placed) simultaneously on the buildings of organizations (enterprises, institutions) and also on the dwelling houses during national holidays of the Russian Federation, on the Day of the City of Vologda and in other cases on instructions of the Head of the City.

The flag of the city of Vologda can be hoisted (placed) during ceremonies and other solemn events carried out by the local self-government bodies, city public associations, organizations (enterprises, institutions) regardless of the forms of ownership, and also during family solemn events.

If the national flag of the Russian Federation and the flag of the city of Vologda are raised (placed) simultaneously and placed near each other, the flag of the city must not be larger than the national flag of the Russian Federation and must be to the right of it (from the viewers point of view).

If the flag of the city of Vologda and the flag of an organization (an enterprise, an institution) are raised (placed) simultaneously and placed near each other, the flag of this organization (enterprise, institution) must not be larger than the flag of the city of Vologda and must be to the right of it (from the viewers point of view).

As a token of mourning the flag of Vologda can be lowered to half-mast or a black ribbon folded in two with the ends hanging loose can be fixed to the upper part of the flagstaff. The total length of the ribbon shall be equal to the length of the flag sheet.

Drawings of the Vologdas flag and Regulations on the flag of the city of Vologda are kept in the permanent exposition of the Vologda State Museum-Preserve for History, Architecture and Art and are accessible to all interested persons.

Someone who distorts the depiction of the Vologdas flag when making and (or) replicating it bears responsibility for it.

Violation of the Vologdas flag entails responsibility in compliance with the legislation of the Russian Federation.
