Local self-government ensures the independent solution of the issues of local importance made by the population and (or) through the local self-government bodies and based on the interests of the population, historical and other local traditions within the limits determined by the Constitution of the Russian Federation, the federal laws, and in the cases established by the federal law – by the laws of the Vologda Oblast.

Local self-government as expression of people’s authority constitutes one of the foundations of the constitutional system of the Russian Federation.

The population of the city has all the rights of the local self-government in the city of Vologda.

Local self-government

Local self-government in the city of Vologda is exercised:

  1. by citizens through the following forms of direct expression of their will:
    • a city referendum;
    • municipal elections;
    • voting on the recall of a deputy, an elective executive official of the local self-government;
    • voting on the issue of changes in the boundaries, municipal formation reorganization;
  2. through the local self-government bodies:
    • elective representative body the Vologda City Duma;
    • senior executive official the Head of the City;
    • executive-administrative body the Vologda City Administration;
    • control authority the Control and Accounts Chamber

The citizens living in the city of Vologda have a right to participate in the exercise of local self-government also through:

  • territorial public self-government of the population;
  • meetings, conferences of the citizens;
  • law-making initiative;
  • polls;
  • public hearings;
  • deliberative bodies which are formed by executive officials or (and) local self-government bodies;
  • citizens appeals to the local self-government bodies;
  • public associations, persons authorized by the citizens meetings;
  • other forms of civil participation which dont contravene the Constitution of the Russian Federation, the federal laws and the laws of the Vologda Oblast.

The main direct expression of the authority of the population in the city of Vologda is a referendum and free elections.

The Vologda City Duma is under the control of and accountable to the population. It is under the control of the Control and Accounts Chamber in the city of Vologda in the following issues: execution of calculation of maintenance costs of the Vologda City Duma and its staff; compliance of the established procedure in the consideration of city budget draft, report of its execution, procedure of disposal of municipal property.

Deputies of the Vologda City Duma, elective executive officials of the local self-government are under the control of and accountable to the population and the Vologda City Duma.

The Head of the City is under the control of and accountable to the population and the Vologda City Duma.

The Vologda City Administration is accountable to the population and the Vologda City Duma. It is under the control of the population, the Vologda City Duma, the Head of the City and also to the Control and Accounts Chamber within its competence, and to the authorized public authorities in regard to the execution of certain delegated authority.

The Control and Accounts Chamber is accountable to the population and the Vologda City Duma. It is under the control of the Vologda City Duma in regard to the execution of plans of checks and decisions of the Vologda City Duma.

The procedure of presenting reports and exercising control is determined in the Article 21 of the Statute of the city of Vologda.

Structure of local self-government

The structure of the local self-government bodies in the City of Vologda includes:

  1. Representative body of the municipal formation “the City of Vologda” the Vologda City Duma;
  2. Senior executive official of the municipal formation the City of Vologda who leads an executive-administrative body the Vologda City Administration the Head of the City;
  3. Executive-administrative body of the municipal formation the City of Vologda the Vologda City Administration;
  4. Control authority of the municipal formation the City of Vologda the Control and Accounts Chamber of the city of Vologda.

Citizens appeals to the bodies and executive officials of local self-government

1. The citizens have a right to individual and collective appeals to the bodies and executive officials of local self-government.

Received written appeals of citizens must be registered in accordance with the procedure determined by the legislation.

2. The bodies and executive officials of local self-government are obliged to give an answer to the point of citizens appeals in compliance with the current legislation.

Functions of the local self-government bodies

The functions of the bodies and executive officials of local self-government in realization of citizens rights and freedoms:

  1. Priority directions in the work of the local self-government bodies are: to create favourable environment for the city population, to protect citizens health, to provide wide access to education and culture and to ensure personal safety of the citizens.
  2. One of the main functions of local self-government bodies is to secure citizens rights and freedoms determined in the Constitution of the Russian Federation.
  3. The bodies of local self-government act only on behalf of the municipal formation and within legal capacity of the municipal formation.

The bodies of local self-government shall protect in every possible way material, financial and other interests of the municipal formation and powers of the population in the relationships with public authorities, local self-government bodies of other municipal formations, organizations of inter-municipal collaboration, enterprises, institutions, organizations, citizens, resorting to legal defence in necessary cases.

The bodies of local self-government have a right to bring to the court or arbitration tribunal claims to invalidate acts of public authorities, other local self-government bodies, enterprises, institutions, public associations, violating rights and legitimate interests of the population living in the city of Vologda.

The bodies of local self-government perform their duties in accordance with the procedure providing a possibility of unimpeded acquaintance of the population with the work of the bodies and their decisions. The local self-government bodies regularly inform the population about the most important issues of the city development and its separate areas, work of city transport, housing, protection of public order, development of the system of social and cultural and other institutions, rendering different services to the population. Mass media is used for these purposes.

The local self-government bodies organize reception of citizens on the issues within their competence, timely consideration and solution of citizens appeals.

The citizens have a right to appeal decisions of the bodies and executive officials of local self-government.

The citizens whose rights and legitimate interests are violated because of dissolution of the Vologda City Duma, dismissal of the Head of the City, have a right to appeal against the dissolution of the Vologda City Duma, dismissal of the Head of the City to the regional or supreme court of the Russian Federation within 10 days after official promulgation of the law, decree (resolution).
